State Legislatures cannot dictate to Congress how Congress is to exercise a power the Constitution grants to Congress!
Opinion: Those who secretly want a new Constitution would push for an Article V Convention under the pretext of “getting amendments”. If Congress calls an Article V convention, you can be sure that a new Constitution will be imposed on us. 2 The convention of 1787 was called “for the sole and express purpose of revising the Articles of Confederation”. But the convention proposed a new Constitution which had a new mode of ratification and which created a new form of government. Those who secretly want a new Constitution are pushing for an Article V Convention under the pretext of “getting amendments”.

The 2nd Amendment and all of your rights will be gone! If the Constitution is barely being complied with now what makes anybody think an amended Constitution will be followed.
Call your legislators and demand that they drop the idea of a Constitutional Convention. This issue is by far the greatest danger our Republic has ever faced. The National Popular Vote Interstate Compact (NPVIC) is an agreement among a group of U.S. states and the District of Columbia to award all their electoral votes to whichever presidential ticket wins the overall popular vote in the 50 states and the District of Columbia. Critics of the compact argue that candidates would have less incentive to focus on regions with smaller populations or fewer urban areas, and would thus be less motivated to address rural issues. Alexander Hamilton and James Madison, conceived of the Electoral College as a deliberative body which would weigh the inputs of the states, but not be bound by them, in selecting the president, and would therefore serve to protect the country from the election of a person who is unfit to be president.
